Ministry of Labour Upholds DOWUL’s New Leadership, Revokes Former President’s Certificate

The Dock Workers Union of Liberia (DOWUL) is pleased to inform its members, partners, and the International Transport Workers’ Federation (ITF) of the Ministry of Labour’s final decision regarding the legitimacy of its leadership. Following a thorough investigation and legal review, the Ministry has officially revoked the Certificate of Registration and Renewal previously held by former President General Jackie N. Doe.

This decision was based on Madam Doe’s illegitimacy as President General of DOWUL, confirming that her prolonged tenure was unjustified. In recognition of the democratic elections conducted on July 6, 2024, the Ministry of Labour has now reissued the Certificate of Registration and Renewal to the rightful leadership, headed by Comrade Ballah Kpadeh.

Additionally, we are submitting to ITF and our partners the following legal documents for public record:

✅ Official Communication from the Ministry of Labour – Revoking the previous certificate and recognizing the new leadership.
✅ Investigative Report from the Liberia Labour Congress (LLC) – Validating the results of the DOWUL elections and confirming their legitimacy.
✅ Letter from Former President Jackie N. Doe – Proving her prior consent to the elections, as she had formally requested observer support from the National Port Authority (NPA) management and the LLC.

These documents confirm the transparency and legality of the election process, reinforcing the credibility of the new DOWUL leadership.
